Captain Dearl Skinner is a 31 year veteran of the Sutter County Sheriff's Office. He began his career as a Sheriff's Reserve Deputy in 1974 and became a full-time deputy in that same year. He was promoted to Sergeant in 1987 and remained in the Patrol Division for a year before being transferred to the Detective Division. While in the Detective Division, he was transferred to the Narcotics Enforcement Team (NET-5) in 1990 and remained there until 1992. Sergeant Skinner was transferred back to the Detective Division where he and another Sergeant worked a special detail unit known as (SIU). In 1996, Sergeant Skinner was transferred back to the Patrol Division where he stayed until he was promoted to Captain in 1999. Captain Skinner was put in charge of Records & Dispatch with the responsibility of issuing Concealed Weapon Permits. In 2000, Captain Skinner was transferred back to the Detective Division with the responsibility of Chief Deputy Coroner and Public Administrator. In 2003, Captain Skinner was transferred to the Jail Division where he assumed the duties of Jail Commander. Captain Skinner managed fifty-seven employees, including the Court Bailiff’s and he was also responsible for the inmates, which averaged a population of 250. Under his leadership in the first year, he was able to reduce the Jail Division’s overtime budget by 500%, saving the County of Sutter $140,000 from the previous year. As Jail Commander, he obtained many of his goals, one being the change to the Jail Commissary System. Before, all information was entered by hand to bubble form. The change Captain Skinner implemented has resulted in the saving of many countless hours of work for the Commissary. Captain Skinner was in charge of overseeing the construction of the Dorm Bubble, Nurse’s Exam Room, inmate training-video arraignment room, as well as, making the sickbay excess and making sure it was up to A.D.A. standards.

In January 2006, Captain Skinner retired due to his wife requiring a care giver for medical reasons. Captain Skinner continued to work part-time assisting the Jail for the next nine years.

In January 2015, Captain Skinner was appointed as the temporary Jail Commander working part-time. In just five months, Captain Skinner saved $75,000 in overtime costs for the Jail Division. In June 2015, Captain Skinner came back to work full-time as the Jail Commander. His goal now is to be hands-on and be there for every phase of the Jail Expansion Project until it is completed.

Captain Skinner obtained his Associate of Arts Degree from Yuba Community College. He is a graduate of National Federal Bureau of Investigation National Academy (FBINA), and is past President of the Sutter Deputy Sheriff’s Association.

Captain Skinner was born and raised in the Yuba-Sutter area. He still resides is this area with his wife Laura. They have four children, two sons, Kelly and Joseph and two daughters, Marla and Laura. When it comes to the public, his motto is “User Friendly”. He loves his job, as evidenced by his forty-one years he has served and been dedicated to the County of Sutter.
