Uniform Crime Reporting Statistics

The Uniform Crime Report (UCR) was created by the International Chiefs of Police (IACP) in the 1920's to create a national set of crime statistics for analysis. In 1927 the IACP identified seven crimes that were fundamental to comparing the crime rates throughout the U.S. they are; murder, non-negligent manslaughter, forcible rape, burglary, aggravated assault, larceny and motor vehicle theft. In 1979 an eighth crime, arson, was added under congressional directive. In 1930, the program was passed to the Bureau of Investigation which in 1935 became the Federal Bureau of Investigation. (FBI) Since 1935, the FBI has collected, organized and disseminated information voluntarily submitted by local, state, federal and tribal law enforcement agencies. In 2003, FBI UCR data were compiled from more than 16,000 agencies, representing 93% of the population in forty six states and the District of Columbia.

Sutter County Sheriff's Office collects and reports UCR statistics each year to California Department of Justice. But internally the statistics are monitored periodically throughout the year and are used as a tool to direct law enforcement resources where they are needed most.
